These are not laboratory scores from a test machine on a fast connection. Each figure is the mean of measurements taken in the browsers of people who actually loaded the site this month, on whatever device and network they happened to have. The rating beside each number is Google’s own threshold for that metric, and the bar underneath shows how the individual measurements were distributed between good, borderline and poor.

Method
What is counted, and what is deliberately not.
A page view is recorded when a browser loads a page and runs its scripts. The route, the referring site’s host name, the browser language and a device class are stored as counters. The country comes from the edge network that served the request, so no geo-location lookup takes place and the address itself is never written down.
Unique visitors are counted with a probabilistic structure that keeps no identifiers. The daily token that feeds it is derived from the request and a server secret, used once, and never stored; it stops matching when the date changes, which is why a visitor who returns tomorrow counts twice. Requests that ask not to be tracked, through Do Not Track or Global Privacy Control, are not counted at all.
There is no cookie, no local storage, no device fingerprint, no cross-site identifier and no advertising network involved. Nothing here can be traced back to a person, which also means nothing here can be used to build a profile of one. The privacy notice describes the same mechanism in legal terms.
Figures start at zero. This counter began collecting the day it was deployed and there is no historical backfill, so early numbers are small and the 30-day window fills in gradually. Counters are kept for just over a year and then expire.
